Jennifer Moon is a highly accomplished governance, finance, and public policy leader with more than 30 years of executive-level experience overseeing strategic planning, enterprise risk, budget stewardship, organizational transformation, and stakeholder engagement within one of the nation's largest local governments. Throughout her career, she has advised elected officials, managed complex public-sector enterprises, directed multi-billion-dollar budgets, and led high-profile initiatives involving infrastructure, transportation, resilience, technology modernization,

and crisis management.

 

Moon made history as the first woman to lead Miami-Dade County’s budget operations. As the longest serving Budget Director and later Deputy Mayor, she integrated budget management with strategic planning and performance improvement, overseeing departments including Transportation, Solid Waste, Elections, and Animal Services. During the COVID-19 pandemic, she coordinated the County’s response and authored the New Normal Handbook, a pioneering set of public health guidelines.  She developed and implemented the County’s Resourcing for Results budgeting system, aligned with strategic priorities. Her responsibilities also included performance monitoring, community reporting, and managing major initiatives such as the $2.9 billion Building Better Communities bond program, Community Redevelopment Areas, and over $35 million in community grants.

Ms. Moon brings a perspective grounded in fiduciary oversight, strategic governance, financial stewardship, public accountability, and long-term value creation. Her experience spans executive leadership, board service, committee leadership, public-private partnerships, capital financing, enterprise risk management, and organizational change.

She holds a BA in English from Florida State University and an MBA from the University of Miami, graduating magna cum laude, with a focus in political science and public administration.
